Yes, if you've set things up according to the instructions and can't c-echo the server, it's virtually always going to be some kind of network security blocking things. Glad to hear it's working now.

If you can not c-echo the server, it sounds like the network in the new location is not allowing access to the server. There's really no other reason c-echo on a fresh install would possibly fail.
