Yes, if you've set things up according to the instructions and can't c-echo the server, it's virtually always going to be some kind of network security blocking things. Glad to hear it's working now.

If you can not c-echo the server, it sounds like the network in the new location is not allowing access to the server. There's really no other reason c-echo on a fresh install would possibly fail. What sort of location is this? Hospitals are notorious for having unpredictable and very strict network...

Looking at the logs, the logs indicate that the remote host is refusing the connection. Therefore I think at this point what you need to do is look in the logs for the remote host (that you're trying to send to) and have the vendor for that host help you.
