The dictation feature is actually a capability of subscribed versions of OnePacs, so that is why you don't see it on your privileges list.

Can you check what version they are using? If they are not on the latest version, please have them update to 4.7.1.2. Akhil, New facilities are generated through the Administration web interface. Go to the Admin menu and select "Facilities". You can click "Add" to add a new facility. BTW I am presuming that you did in fact do what I suggested above (turning everything off, leaving it off for a few minutes, flushing DNS cache, etc.) If you didnt, please try this first. Thanks.

It looks like there is a problem with your gateway resolving the host name. This could be due to network security issues on your end, a problem with your ISP, or something else like that. You could try to resolve this by checking to see if you have a problem with your hosts file, or network security...
