OnePacs workstatio on spanish OS

Dear all,
I am installing a new workstation for a doctor willing to test the solution and I have again the problem that the viewer doesn't start.
Monthes ago we had the problem and the bottom line we found was it was generated by spanish version of OS.
I thought it would be solved with the new version of windows 7 and onepacs, but the problem seams to persist.
We have to found a solution.
Let me know what do you need.
