Update of OnePacs to 16.11

The OnePacs web application has been updated to version 16.11.
New features of this and other recent OnePacs updates include:
-A feature to copy/duplicate post-processing rule groups
-The ability to activate, deactivate, or schedule deactivation for multiple users at once
-Trusted devices may be allowed or disallowed
for 2-factor authentication
-The maximum number of possible study tags has been increased to 150
-An option has been added in the "Share" menu to copy case info links to the clipboard, and to the "Tools" menu to display a case info page
-Options to hide inactive facilities have been added to the filter edit interface and "move study" interface, and the option to search by facility name has been added to the filter edit interface
